The refugee crisis and the increasing number of unaccompanied minors arriving in Greece have posed significant challenges to the national child protection system, highlighting the need for specialized mechanisms of support and legal representation. This study aims to examine the perspectives of professionals working in the fields of child protection and refugee support services, regarding the implementation and effectiveness of the Guardianship system for unaccompanied minors in Greece. A qualitative research methodology was employed through semi-structured interviews with nine (9) professionals from diverse disciplinary and professional backgrounds. Data analysis produced forty-four (44) initial codes, which were grouped into eight (8) categories and ultimately synthesized into six (6) overarching thematic areas. The findings reveal significant dysfunctions within the child protection system, including institutional instability, lack of strategic planning, extensive bureaucracy and delays, as well as structural shortages in staffing and infrastructure. Although the institution of Guardianship is widely recognized as a necessary mechanism for safeguarding the best interests of unaccompanied minors and facilitating access to rights and services, its effectiveness is considerably constrained by the broader systemic conditions within which it operates. The study concludes that the effective protection of unaccompanied minors cannot rely solely on isolated institutional interventions, but requires a broader, comprehensive and coordinated child protection framework system. The immediate appointment of a Guardian, while important, is not sufficient in itself unless supported by a coordinated, stable, and adequately resourced system.
