Η παρούσα εργασία εξετάζει την εξέλιξη, την αποτελεσματικότητα και την πολιτική ενσωμάτωση του προγράμματος «Εξοικονομώ» στην Ελλάδα, από την πρώτη του εφαρμογή το 2010 έως και τις πρόσφατες εκδοχές του μέχρι το 2023. Μέσα από εκτενή βιβλιογραφική ανασκόπηση και συγκριτική ανάλυση σε σχέση με τα Εθνικά Σχέδια για την Ενέργεια και το Κλίμα (ΕΣΕΚ) του 2019 και του 2024, αναδεικνύεται η συμβολή του προγράμματος στην εξοικονόμηση ενέργειας, στη μείωση των εκπομπών διοξειδίου του άνθρακα και στην ανάπτυξη της πράσινης οικονομίας. Ιδιαίτερη έμφαση δίνεται στη διοικητική του διάρθρωση, στους μηχανισμούς χρηματοδότησης και στον κοινωνικοοικονομικό του αντίκτυπο, με ειδική αναφορά στη γραφειοκρατία, στην πρόσβαση ευάλωτων ομάδων και στη διαφάνεια εφαρμογής. Η εργασία διερευνά επίσης τη μαθησιακή αξία και βιωματική εμπλοκή φοιτητών και πολιτών σε δράσεις ενεργειακής απόδοσης, καθώς και τον βαθμό στρατηγικής ευθυγράμμισης του προγράμματος με τους εθνικούς στόχους. Βάσει των ευρημάτων, διατυπώνονται προτάσεις στοχευμένων βελτιώσεων και διεύρυνσης του προγράμματος σε νέες κατηγορίες κτιρίων, όπως τα δημόσια και τα εμπορικά, προκειμένου να ενισχυθεί η κοινωνική του εμβέλεια και η περιβαλλοντική του αποδοτικότητα.
This thesis examines the evolution, effectiveness, and policy integration of the “Exoikonomo” (Energy Saving) program in Greece, from its inception in 2010 to its latest iterations up to 2023. Through a comprehensive literature review and comparative analysis with national climate and energy planning frameworks, particularly the National Energy and Climate Plans (NECPs) of 2019 and 2024, the study highlights the program’s contribution to energy savings, carbon emission reductions, and green economic development. Emphasis is placed on the program’s administrative structure, funding mechanisms, and socio-economic impact, with specific attention to issues such as bureaucracy, accessibility, and transparency. The research also explores the educational value and experiential engagement of students and citizens in energy efficiency practices, as well as the program’s alignment with strategic policy targets. Based on the findings, the thesis proposes targeted improvements and future policy extensions to cover additional building categories, including public and commercial buildings, and to enhance the program’s social reach and environmental performance.
