Η παρούσα πτυχιακή εργασία εξετάζει τη διαχρονική αποδελτιοποίηση, κωδικοποίηση και ανάλυση των κοινωνικών ιστορικών αναδοχής και τεκνοθεσίες που τηρούνται στην Υπηρεσία Κοινωνικής Αλληλεγγύης της Διεύθυνσης Δημόσιας Υγείας και Κοινωνικής Μέριμνας της Περιφερειακής Ενότητας Ηρακλείου, για την περίοδο 1973–2025. Σκοπός της μελέτης είναι η αποτύπωση των κοινωνικών, θεσμικών και επαγγελματικών μεταβολών που συντελέστηκαν στο πεδίο της παιδικής προστασίας, καθώς και η διερεύνηση του ρόλου της κοινωνικής εργασίας στον θεσμό της αναδοχής και της τεκνοθεσίας. Η έρευνα βασίστηκε σε ποιοτική και ποσοτική ανάλυση 748 φακέλων, που αφορούσαν περιπτώσεις παιδιών, βιολογικών οικογενειών και υποψήφιων ή θετών/ανάδοχων γονέων. Μέσα από τη συστηματική κωδικοποίηση των δεδομένων αναδείχθηκαν οι κοινωνικό-δημογραφικές μεταβολές των εμπλεκόμενων οικογενειών, οι εξελίξεις στις πρακτικές αξιολόγησης και παρακολούθησης, καθώς και η επίδραση των νομοθετικών και θεσμικών αλλαγών στη λειτουργία των κοινωνικών υπηρεσιών. Τα ευρήματα καταδεικνύουν σημαντικές διαφοροποιήσεις μεταξύ των ιστορικών περιόδων, τόσο ως προς την τεκμηρίωση και τη μεθοδολογία της κοινωνικής εργασίας όσο και ως προς τα χαρακτηριστικά των παιδιών και των οικογενειών. Ιδιαίτερη έμφαση δίνεται στη μετάβαση από αποσπασματικές και ανεπίσημες πρακτικές σε ένα περισσότερο συστηματοποιημένο, παιδοκεντρικό και ψηφιοποιημένο πλαίσιο μετά το 2018. Η μελέτη αναδεικνύει την ανάγκη ενίσχυσης της επιστημονικής τεκμηρίωσης, της διεπιστημονικής συνεργασίας και της συνεχούς επιμόρφωσης των κοινωνικών λειτουργών, συμβάλλοντας στον επιστημονικό διάλογο για τη βελτίωση των πολιτικών παιδικής προστασίας στην Ελλάδα.
This undergraduate thesis examines the longitudinal indexing, coding, and analysis of social case records related to foster care and adoption maintained by the Social Solidarity Department of the Directorate of Public Health and Social Welfare of the Regional Unit of Heraklion, covering the period from 1973 to 2025. The aim of the study is to analyze the social, institutional, and professional transformations in the field of child protection, as well as to highlight the evolving role of social work within the foster care and adoption system. The research is based on a qualitative and quantitative analysis of 748 social case files concerning children, biological families, and prospective or approved foster and adoptive parents. Through systematic coding and analysis, the study identifies changes in the socio-demographic characteristics of the families involved, developments in assessment and follow-up practices, and the impact of legislative and institutional reforms on the operation of social services. The findings reveal significant differences between historical periods, particularly regarding documentation practices, professional methodologies, and decision-making processes. A clear transition is observed from fragmented and informal practices in earlier decades to a more structured, child-centered, and digitized framework following the legislative reforms of 2018. The study emphasizes the importance of scientific documentation, interdisciplinary collaboration, and continuous professional training for social workers. By utilizing a rare and extensive archival dataset spanning more than five decades, this research contributes to the limited Greek literature on longitudinal studies of foster care and adoption. It offers valuable insights into the evolution of child protection policies and social work practices in Greece and highlights the need for further research combining archival data with primary qualitative approaches.
